The objective of the ILMIS Project was to create reliable land administration services for customers and improve public confidence in those services.
Innola Solutions was the technology provider and solution implementer for this 3-year project. The ILMIS solution is based on Innola® technologies.
A significant project activity was the conversion of 50,000+ paper Title files and 135,000+ LAD Files for migration to the LADM compliant integrated ILMIS database, which was accomplished through customized transactions using the Innola core software framework.
The ILMIS Pilot Stage was initiated in 2016 and the system was operational September 2018 in the Dar es Salaam region, Kinondoni and Ubungo Districts. The ILMIS was further enhanced through October 2019.
It eliminates the silos of data in the MLHHSD and improving the efficiency of services. Innola’s Workstation, Search Portal, Records Management and Administrator components are customized and implemented to support the extensive requirements.

The ILMIS integrates with other national enterprise systems; the National Identity Authority (NIDA) to verify the transaction parties identity, and the Government e-Payment Gateway (GEPG) to allow submission of receivables and transaction payments through official Ministry of Finance payment services and the retrieving of completed payments from the GEPG back into ILMIS.
Transaction was completed in less than 5 hours — a process that previously took more than a year in many cases. The MLHHSD continues to support the ILMIS independent of Innola Solutions.
