The Property Business Registration System (PBRS)

The Office of the Attorney General and Ministry of Legal Affairs (AGLA) and financed under the Strengthening Information Management at the Registrar General’s Department (SIMRGD) project (part of the Vision 2030 strategy) through an Inter-American Development Bank (IDB) loan.

Projects Description

The project was an initiative of:

  • The Office of the Attorney General and Ministry of Legal Affairs (AGLA)
  • The finance under the Strengthening Information Management 
at the Registrar General’s Department (SIMRGD)
  • The (part of the Vision 2030 strategy) through an Inter-American Development Bank (IDB) loan

The SIMRGD project aimed to improve conditions for investment in Trinidad and Tobago by streamlining the property registration process.

Two components were financed under the project, namely:

  • Institutional Capacity Strengthening of the Registrar General’s Department (RGD)
  • Support to Strengthening Identification of Parcels and Persons in Property Registration

Based on Innola® technologies, the PBRS is a single system and LADM-compliant database supporting both deeds and title transactions and data, and the required integration of data between the two.

The system is comprised of six main components:

Like many of Innola’s implementations, the system includes a critical set of transactions to cleanse and verify migrated titles, convert missing deeds and title instruments, and correct/maintain deed and title data allowing continuous improvement and accuracy of the registry data.

Implementation Results

The system was implemented in 2020, with a focus on the Gateway portal services for registered users (primarily attorneys)

Also, our focus was on a subset of backend office transactions to support the posting of all registered deeds and title instruments and issuing of Certified Copies of any deed or title instrument. Although the design and development of all required transactions for deeds and title registration were completed, the RGD chose to hold off implementing all transactions. Innola Solutions continues to provide 2nd line support for the PBRS.
