Projects Description

Modernization of the land administration system project was the initiation of SIGFU

The purpose was to speed up registration processes, enhance information security by reducing the number of claims and legal disputes, and adopting modern technologies (open-source, Web-based, cloud-ready).

The system implementation included the following phases:

The data loaded into the system includes:

  • Migrated data from the legacy SharePoint-based system
  • Data obtained through data conversion (for this purpose, the system implemented corresponding functions that ensured proper data conversion and storage)
  • Aerial photography covering areas of Greater Abidjan and Assinie

Approximately 40 operators were involved in the data conversion process. The SIGFU system has been operational since June 2024.

Project’s Specifics

One of the main tasks during the development of the system was to make the system as easy to use as possible and at the same time satisfy all the client’s requirements

The primary challenge was integrating the waterfall model of the development life cycle with elements of Agile Scrum.

Additional technical specifics of the project include:

  • French language system
  • Open API for the Online Portal with the possibility to submit new applications
  • Implementation of digital signatures for document signing
  • Implementation of data exchange with other ministries
  • Integration with the IDUFCI platform to generate unique cadastral numbers
Implementation Results

The SIGFU system (localized with French language interface) has been operational in the Abidjan District since June 2024

During the 7 months of system operation, approximately 3.2K new transactions have been created. Pending migrated transactions from the legacy system are ongoing in SIGFU. Documents are signed with uploaded user signatures, and certain documents are signed using third-party personal digital certificates.
